工作职责 (包括但不限于以下工作)
- 根据集团采购守则程序, 管理/执行相关的集团采购工作, 提供迅速、快捷、专业的采购服务给予集团及其子企业各项目。
- 管理相关的集团采购申请(包括集团/各项目), 负责组织.建立.执行相关的采购工作包括比价/招投标, 合同及供应商管理等。
- 熟悉市场情报,开发优质供应商, 增加供应商的选择及竞争力, 以控制采购成本,提高采购质量。
- 熟悉并采用战略采购流程进行(如适用),协助分析了解集团/各项目的自身采购需求, 强弱危机和供应市场的状况, 从而规划采购策略/投标策略等。
- 严格遵守/执行公司的政策与采购程序,并担当监管角色,确保所有流程公平公正公开; 保持流程效率。
- 于采购全流程中,主动与各使用部门及关键利益相关者保持高效沟通与协作,通过专业引导与协商,确保各方需求与采购目标的有效平衡,同时保障流程效率与合规性。
- 主动管理与各业务部门及关键利益相关者的关系,通过定期沟通、需求对齐和期望管理,确保采购策略与业务目标高度一致,并在出现分歧时推动达成共识。
- 在采购过程中识别、调解并解决与内外部利益相关者的冲突或分歧,平衡合规、成本、效率与业务需求,推动最优决策的形成与执行。
- 负责供应商的全流程管理与体系维护。 具体工作包括但不限于:供应商的寻源、资质预审、审定、绩效评价,以及供应商档案的建立、维护与更新等。
- 负责分析、统计、审定各采购项目报价/回标的准确性, 确保公司能以物有所值或优于市价获得同等质素服务及物品。
- 定期和及时与隶属上级/部门管理层就主要项目的进度/状态、风险和流程变更进行沟通和汇报并按指导/计划执行。
- 确保所有采购活动的文档、记录及数据报告均及时、准确、完整地归档。 建立并维护清晰可追溯的文件体系,全面支持合规检查及管理数据分析。
- 偶尔出差。
基本要求:
- 本科学历, 采购相关专业优先
- 6年以上大型房地产或物业类公司采购工作经验
- 具备丰富的采购流程, 招投标管理专业知识; 熟悉战略采购流程及采购类别管理优先
- 熟悉市场营销、资讯科技、清洁服务、ESG相关采购、行政服务及物资等多品类采购的市场特点与经验者优先。具备商业地产或物业管理行业采购经验者尤佳
- 具有数据敏感度及良好的成本分析能力, 具备合同风险处理能力, 善于跨部门协同
- 优秀的沟通协调,谈判能力,团队合作精神, 良好的抗压能力, 工作态度和职业操守
- 熟练使用办公室软件
