This is the leadership role accountable for overseeing and managing procurement activities from end-to-end market engagement, supplier due-diligence, competitive bidding, tender/contract negotiation and award and management of supplier relationships and optimization of spends for non-technical, technical and digital categories e.g. IT, Professional Services, Corporate Supplies and/or Technical & Works/ Marketing / Staff event & activities.
Responsibilities:
- Provide coaching and support to team members to perform procurement functions to ensure the best value is obtained, commercial risk is controlled, and regulatory compliance is achieved.
- Lead and implement strategic sourcing/cost saving initiatives with team members ensuring value for money in the fulfillment of business requirement and track until closure.
- Maintain deep category knowledge and subject matter expertise to understand macro and micro category drivers. Utilize this information when forming effective category strategies.
- Lead and manage team members on delivering the KPIs and ensuring compliance of procurement policies and procedures.
- Responsible for monitoring and continuously improving execution of process and report on status and progress to management.
- Maintain effective communication and engagement with key stakeholders to ensure alignment of procurement strategies, objectives and timelines of critical projects/procurement initiatives.
- Perform additional duties /ad-hoc projects as required.
- Occasionally travel to local projects in Mainland is required.

Requirements:
- Bachelor’s degree required in Business or similar with relevant procurement experience is required.
- Chartered member of CIPS, Project Management or similar professional qualification is an added advantage.
- Minimum of 10 to 15 years’ relevant experience at a sizable organization with over 8 years management experience.
- Exposure in leading diverse procurement projects with distributed teams or procurement team in Mainland China is beneficial.
- Experience in process re-engineering and corporate governance and e-Procurement management is beneficial.
- Solid experience and knowledge of strategic sourcing, contracting and negotiation.
- Strong interpersonal skills with the ability to communicate effectively at all levels.
- Proven ability in change management planning and execution.
- Experience and knowledge in using e-procurement system is required.
- Good command of English and Chinese (Mandarin and Cantonese).
- Occasionally travel to local projects in Mainland is required.
